Code blocks display incorrectly

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Example URL:
view-source:https://bugs.chromium.org/p/chromium/issues/list

Steps to reproduce the problem:
View a page that uses the code block
use the view-soure tool
type in this text area

What is the expected behavior?
Show normal text

What went wrong?
I can't view anything that is in a code block or i think a pre tag but its hard to tell because inspection view-source doesn't work either. I just updated to the latest chromium and rebooted and now this is happening to me again. I had switched to Firefox a while ago because of this and then recently reinstalled my OS. All was well until a few minutes ago when I started having this problem again. Also when i copy and paste to and from chromium everything shows up fine. It is just in chromium that it is a mess. Please help this is crazy.

Does this work in other browsers? Yes

I can't explain how maddening this is. I Encourage you to experience this because its nuts

Ok so I think this is a dependency problem or something because I installed gnome and it works in that
