Content is "compressed" on top and bottom parts of screen

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2877.0 Safari/537.36 Example URL: www.reddit.com Steps to reproduce the problem: 1. Simply visit any website where everything isn't in the middle and you will see the effects 2. Scroll to see the compression effects What is the expected behavior? Content should be normal across the entire screen What went wrong? It looks like it's compressing along the top/bottom as if you were always trying to scroll beyond the limit in both directions at once. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? Yes 2 versions before Does this work in other browsers?
