does not resume on samus after suspend

Version: 54.0.2840.43 beta (64-bit)
CrOS 8743.44.0 (Official Build) beta-channel samus


What steps will reproduce the problem?
(1) log in with multiple users (not sure if multiple users is necessary)
(2) close the lid to suspend
(3) open the lid to resume

What is the expected output?

be able to unlock and login

What do you see instead?

back to login screen.

I see feedback reports for samus but not much else, I started seeing this in M54 on samus, I haven't tried with other devices yet.
any useful logs?
