tab restore doesn't always work post crash / restart

Issue description

Version: 55.0.2869.0
OS: 8838.0.0 (Official Build) dev-channel samus

What steps will reproduce the problem?
(1) hit a crash (eg bug 652040)
(2) after the crash, hit the restore button on the header at the top of the browser window that opens
(3)

What is the expected output?
all of my tabs restore that I had open before the crash

What do you see instead?
no tabs restore and I have to manually review days of history to get my tabs back (and I likely miss some)

I expect control-shift-t to reliably restore my previous session, but I've seen a number of cases where after certain events, that state gets lost.  As a user, it's important state to me and I can't always easily recreate it.  Can we improve the reliability of the saving and restoring of the tab set post-restart?
