Page edges are squashed, blurry, and do not fill the viewport

Steps to reproduce the problem:
1. Open any webiste

What is the expected behavior?
Page looks normal, fills viewport

What went wrong?
Page edges are squashed, blurry, and do not fill the viewport

Did this work before? Yes Previous version

Chrome version: 55.0.2876.0  Channel: canary
OS Version: OS X 10.12.0
Flash Version: Shockwave Flash 23.0 r0

Another thing. Pages seem to be doing some weird accordion affect where the top and bottom squish when scrolling.

This is happening for me on Canary as well, not on stable.

I can confirm the behaviour with Chrome 55.0.2877.0 canary on macOS Sierra. Happens on every page, even local ones, like the settings, no conditions necessary.

I am no longer seeing this bug with Chrome 55.0.2878.0 also on Sierra 10.12.0.
