"The file is invalid. Please try again" when using the Chrome Recovery Tool for certain images.

OS: Windows 10

Issue Description:
Customers are reporting that they are receiving error message "The file is invalid. Please try again" when using the Chromebook Recovery Tool on Windows 10.

This issue is easily reproducible when trying to perform a USB recovery for certain images:
- Acer Chromebook R11
- Asus Chromebook Flip C100PA
- Dell Chromebook 11

What steps will reproduce the problem?
(1) Launch recovery tool on win 10:
https://chrome.google.com/webstore/detail/chromebook-recovery-utili/jndclpdbaamdhonoechobihbbiimdgai?hl=en(1) erase/wipe USB (Sandisk 15GB)
(2) Erase USB contents (upper right settings)
(3) Choose one of the affected images above
(4) Continue the recovery
(5) Receive error message "The file is invalid. Please try again" during image verification.

What is the expected output?
Image should download and be verified ok.

What do you see instead?
Image isn't verified

**Please note that using the recovery tool on ChromeOS verifies the affected images just fine, issue only occurs on Windows**

I just tried to create a USB recovery image for 'Dell Chromebook 11' from ChromeOS (54.0.2840.13 - Pixel) and receiving the same error message "The file is invalid. Please try again"

I am guessing this is a CrOS bug, tagging accordingly.Adding RB label to get appropriate attention.
