SurfaceAggregator should resolve FrameSinkIds with unspecified client_ids

In order to support async creation of FrameSinkIds we need to be able to support submitting "relative" SurfaceIds in a CompositorFrame. In particular, a client_id of zero should resolve to the same client_id as the embedder's client_id.

With this CL: https://codereview.chromium.org/2447143003/ client ID is always known in the renderer and so I think this bug may no longer be valid Marking as WontFix.
