Extension error console error list too small

Issue description

Version: 55.2876
OS: Win7

What steps will reproduce the problem?
(1) Go to chrome://extensions and enable Developer Mode
(2) Choose Load Unpacked Extension
(3) Load an extension with errors
(4) click the "Errors" link

Expect: Visible error list
Actual: Error list too short to see text

Set minimum height of error list in Extension debugging UI

Previously, the error list could be unusably small (depending on the
vertical height of the Chrome window). Now we set a minimum bound
to ensure that at least one error is visible and any scrollbar is not
too short to use.

Tested this issue on Windows-7 using chrome latest Dev M55-55.0.2880.0 by following steps mentioned in the original comment. But unable to find Error tittle while loading the extension.

Note: Attaching screen-shot for reference 

elawrence@ - Could you please provide any sample extension of the file to verify this issue from chrome-TE end

You need an extension with a slightly-less significant error, e.g. an entry in the manifest.json that is will-formed but undefined, as attached.

This seems to be working fine as per the above fix (c#2) for Win7 64-bit OS & Mac OS X 10.11.6. Attached the screenshot for your reference.

PS: For some reason i am seeing this error message ONLY on canary channel (for both Win & Mac) and if i install Chrome Dev# (same version# as canary) then i do not see this error message. Do i need to enable some settings/flags to see this?

It turns out that the --error-console command line flag must be present to get this UX for branches other than Canary.
