Feature description:
Some users swap Ctrl and Alt for keyboard shortcuts like Select-All, but we can't grab this setting from start screen. Since Select-All, Delete is a common pattern for deleting a typo-ed password, and Alt+A doesn't do anything on the Start Screen today, we should interpret both Ctrl+A and Alt+A as Select-All.
