Unable to prevent use of custom dictionary

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_9_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36
Platform: 8530.81.0 (Official Build)  stable-channel wolf

Steps to reproduce the problem:
Students add to custom dictionary, words that don't belong, no way of disabling custom dictionary from users in enterprise.

What is the expected behavior?
Be able to prevent people from adding any customized entries into the spellcheck dictionary.

What went wrong?
Students in our school district, are adding custom words to the spellcheck dictionary, causing them to not be able to have proper entries in documents.  Unable to disable the ability to use the customized dictionary.

Would like a way to disable customized dictionary for users.

If the students have separate accounts, I'm not sure why they shouldn't add custom words. 

If they don't have separate accounts... wouldn't it make more sense to forbid custom dictionaries in guest accounts? (Can we enforce "browse as guest" via policy)
