This sounds like it is working as expected -- clicking "Clear Browsing Data" should take the user to the Settings page with the Clear Browsing Data dialog open.

@ jvazquez : Thanks for your reply,We are unable to open provided images.As per chrome functionality if user click on " clear browser data" it should navigate to chrome settings page. Could you please check in latest version with new profile without extensions and provide the observations with appropriate steps/ screen cast of the issue. Which would help us to triage the issue further.

This bug has been untouched for the last few months with no feedback from the user.

I'm going to mark this as WontFix. Feel free to comment here or open a new bug if the problem still exists.
