Opening an external link in a locked profile doesn't work properly |

Issue descriptionOS: Windows (haven't tried other platforms) What steps will reproduce the problem? (1) Lock a profile (2) Click an external link from another app (should open the user manager (3) Enter password for locked profile (4) Observe What is the expected output? The locked profile is opened, and the URL is loaded in a new tab for the link clicked. What do you see instead? The URL is not loaded This is low priority, just filing for tracking purposes.
