Get rid of SDCH meta refresh hack

Issue description

If a server sends a non-SDCH response with a Content-Encoding: sdch, URLRequestHttpJob issues a meta refresh to reload the resource without sdch support. This is a hack. We should investigate how to get rid of it.

 
This is in response to a review comment in https://codereview.chromium.org/2368433002/diff/140001/net/filter/sdch_policy_delegate.cc#newcode22.

When we reach SdchPolicyDelegate::OnDecodingError(), we have confirmed that there is a valid dictionary id and have successfully fetched the dictionary. We should really fail the request at this point rather than doing a meta refresh.
