[LBS] Optional splash screen on transition

Allow to show and keep the transition notification in the tab for a few seconds to give visual clue to the user about what is happening.

This is now done for Chrome and will appear in the next release (v5) of LBS. The time for the transition screen to be visible will be controlled by a policy.

Status: Fixed (was: Started)
The feature is ready and will be launched to the beta channel of LBS today.
