Google Chrome Win stuck on compile step for 13h

Issue description

Looks like the Google Chrome Win bot (which was recently upgraded in Issue 649702) has a huge backlog because the last build [1] is taking more than 13 hours to complete.
The previous builds seem okay. Maybe there is some problem with goma?

I tried ssh-ing and remote desktop-ing into the bot but it's timing out (and I can connect to other -m1 bots).
I think the bot is chocking. Would be nice to understand why.

That's a huge backlog. But it looks like the current build is doing what it's supposed to. This could resolve itself over the weekend, but adding Trooper label just in case.
