Regression: Unnecessary shifting of settings page is seen after middle clicking.

Issue descriptionChrome Version:55.0.2876.0 (Official Build) 5c0e46df680c3284a99ae05aafaf52078674ea2d-refs/heads/master@{#421986} Os: Windows (7,8,10) What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings/ 2. Middle mouse click on the page and then move the mouse towards right/left side of the page (i.e grey background page) 3. Observe. Actual: Unnecessary shifting of settings page is seen. Expected: Page should not shift. This is regression issue, broken in 'M 55' and will soon update the bisect info. Good build:55.0.2875.0 Bad build:55.0.2876.0 Note: Issue is not reproducible on Mac and Linux OS.

#1: No, but they're both a result of overflow-y: overlay. my problem is https://bugs.chromium.org/p/chromium/issues/detail?id=651616#c2 but it's quite minor

unable to reproduce the issue on windows using chrome latest version 55.0.2878.0.seems the issue got fixed. dmascarenhas@ could you please check the issue on latest version and update the thread if the issue still persists for you. Thanks,

Using the per-revision bisect providing the bisect results, Good build: 55.0.2875.0 (Revision: 42173). Bad build: 55.0.2876.0 (Revision: 421986). You are probably looking for a change made after 421964 (known good), but no later than 421965 (first known bad). A per revision bisect pointed at your change. So assigning to you. Removing Blink>Scroll as this appears to be a problem with the content not with Blink.

dtapuska@: we added a use of overflow: overlay and we don't think it's working properly. why doesn't that merit a Blink>Scroll?

dbeam@ it wasn't clear from the bug. All that I saw is that the per revision bisect was related to a single change you made. If there is a bug to report against blink please make sure it is clear. I believe szager@ was definite looking at overflow: overlay before.

Just to update the latest behavior of the bug, Issue is still observed on chrome latest Canary M57-57.0.2939.0 dbeam@ Could you please let us know is there any recent update available on this issue? Thanks!
