Can we filter or sort for failures that don't have a bug?

Issue description

It would be really handy if we could filter or sort failures that don't already have bugs assigned to them since they're the ones likely to need attention.

I think ojan@ made a similar suggestion, and martiniss@ has thought about this a bit too. It seems like a good idea.

Where would you expected the bugged alerts to go? 
- Hidden completely
- Collapsed behind a "Alerts with bugs (3)" expando somewhere in the list (top? bottom?)
- Sorted to the bottom of the list right before "Snoozed" alerts
- Option D not listed here?

I think sorted to the bottom before snoozed would be the best solution, that way I can concentrate on the failures that don't have bugs yet but still have a complete view of everything.

I had a CL out to do something like this. I feel like this would be an awesome change, but it could also turn into a very different UX experience, so I'd want to be careful when landing this and rolling it out.

I want to go ahead and implement sorting alerts with linked bugs above snoozed alerts for now at least. I think that is a simple change that won't disrupt much.
