Regression : Arrow pointer is seen instead of Hand pointer in Language Drop down of OOBE Screen

Version : 55.0.2874.0
Platform: 8848.0.0 
Devices : Glimmer,Butterfly and Paine
OS      : Chrome OS

What steps will reproduce the problem?
(1)Recover build -> In OOBE screen Click on "Language" Drop down 
(2)Now hover on options and observe Arrow pointer(Please refer Screenshot)

Expected:  Hand Pointer should be seen on hovering 
Actual: Instead Arrow pointer is seen 

This is a Regression issue as same is working fine in 55.0.2852.0/8780.0.0 Wolf.
Issue not applicable to Linux and windows

What is the expected behavior here? I am seeing arrow pointer on 9334.33.0 / 58.0.3029.51

The behavior depends on the dropdown implementation. Native <select> will user arrow pointer, but polymer dropdown will use hand.

We are now using <select> element to display the list of languages due to other (than cursor) reasons. So any of the cursors there are expected.
