Regression: Misalignment and black dropdown list is seen for search engine in Emulation mode.

Chrome Version:55.0.2876.0 Revision 5c0e46df680c3284a99ae05aafaf52078674ea2d-refs/heads/master@{#421986}
OS: Windows(7,8,10)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/
2. Press F12 to open Devtools and then click on 'Toggle device toolbar' icon.
3. Click on drop down beside Search engine and observe.

Actual: Misalignment and black dropdown list is seen for search engine in Emulation mode.
Expected: Dropdown list should be properly in Emulation mode.

This is regression issue, broken in 'M 55' and below is manual bisect:

Good build:55.0.2875.0
Bad build:55.0.2876.0

Note:1. Issue is not issue on Mac OS.
     2. Will soon update the Linux OS.

Using the per-revision bisect providing the bisect results,
Good build:55.0.2875.0(Revision: 421703).
Bad build: 55.0.2876.0 (Revision: 421986).

You are probably looking for a change made after 421975 (known good), but no later than 421976 (first known bad).

FYI, this bug seems to be a generic issue with <select>, and not specific to the MD Settings UI. For example see screenshot were it happens on the old Settings too. I am pretty sure it happens on any webpage.
