Move WebRTC buildbot recipe code to the WebRTC repo

Issue description

It is possible to keep the buildbot recipes code next to the source code today, which has many benefits (the largest being that try jobs can be used to verify new changes). 

We already have MB containing the build configurations for GYP and GN living in the source repo, which has this benefit. However, after migrating to GN it has little benefits and adds additional maintenance.
After moving the recipes to the source code repo, we should remove MB ( bug 651709 ).

I don't recall from the top of my head what would be the difficulties with this. I believe it was the dependencies on the Chromium recipe modules that we have. They'll have to be pulled in as well (and auto-rolled). 

machenbach: Do you know if it's possible to setup a recipe-roller for individual projects, or should we resort to just rolling it like any other dependency in DEPS?
