Hey Jayson, 

This dialog is actually already built. You can view it in canary, under chrome://settings. 

The Harmony initiative for Clear Browsing Data is likely outside the scope of our efforts, but it'd be to convert this dialog from webUI to native. If that's not likely to happen in our initial pass, we should mark it as such in our checklist

Got it. I was thinking that because it's on our list it was something other than Settings code but it is part of Settings, so it should be taken care of by the Settings team when they retrofit their MD stuff for Harmony.
