gerrit buildbucket: one-click cancel of started jobs

Issue description

Sometimes when doing a commit you'll see one bot fail and you know the rest will either fail, or have to be re-run due to a new patch. It would be nice if there was some way to cancel those old runs so they don't slow down future runs.

CQ used to do that automatically, but it caused problems to experimental tryjobs.  We completely killed that feature instead of improving logic. But manual user cancel is feasible. That said, it won't be in CQ, but in its integration with codereview. And hence, I mark dual-list it into Gerrit.

A good feature for the gerrit buildbucket plugin after the migration/launch is complete.
