gerrit buildbucket: one-click cancel of started jobs |

Issue descriptionSometimes when doing a commit you'll see one bot fail and you know the rest will either fail, or have to be re-run due to a new patch. It would be nice if there was some way to cancel those old runs so they don't slow down future runs.

A good feature for the gerrit buildbucket plugin after the migration/launch is complete.

Removing Milestone-Afterglow, as it has ceased to have meaning. More refined milestones may be added back in the near future.
