MD settings: going back from Manage search engines removes then recreates the original card

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2873.0 Safari/537.36 Steps to reproduce the problem: 1. go to Settings - chrome://settings 2. click Manage search engines 3. go back in history (Alt-Left or Back toolbar icon or the back button on the displayed page) What is the expected behavior? The previous page is displayed just the way it was displayed originally. What went wrong? The original "Search engine" card (the white block) disappears and reappears after a fraction of a second. Doesn't happen always, but most of the times. Did this work before? Yes see bisect below.
