I think this could be useful to do. We'd have to re-land https://codereview.chromium.org/2397593003, since it got landed and reverted. This could help with the cycle time stuff.

this would be interesting, but I'm concerned about how this information would inform our actions -- what would we do if we knew how often we're hitting the analyze blacklist? how would that change our priorities?
