N5X (00b28bf349614805) on build38-b1 unable to boot into fastboot

`~/adb -s 00b28bf349614805 reboot-bootloader` doesn't bring the device into fastboot; it just reboots normally. Any ideas? OEM unlocking is enabled I think, so I'm not sure what's wrong.

I'm trying to remotely flash all of the phones to MMB29Q but this guy's being awfully stubborn.
