Infobar shows toast and hides when WebAPK installation fails

Issue description

It is a bit disconcerting when WebAPK installation fails after 1 or 2 seconds after pressing the add-to-homescreen menu item (e.g. because the WebAPK server cannot be reached) and the add-to-homescreen infobar shows for 1 or 2 seconds and then auto hides

Perhaps we should not dismiss the add-to-homescreen infobar when installation fails and change the infobar text when installation fails instead?

Probably not super high priority because WebAPKs should ideally never fail to install

I think maybe it is working as intended?
If we're thinking about the same behavior, the code here explains the behavior

We changed the behavior. When a WebAPK install fails we add a non-WebAPK webapp to the homescreen
