What steps will reproduce the problem?
(1) Go to keyboards preference.
(2) Add a language, FR for example
(3) Look for US International as a keyboard layout because you have a US keyboard

What is the expected output?

- You can find and select the US Internationallayout

What do you see instead?

- All sorts of layouts that do not match my keyboard!

Repeat and rinse with other locales than FR.

We might be able to be smart and have a "XX International" layout where XX varies depending on the OS locale, but not sure if that is common at all (been in the US for too long).
