WebView app plays choppy audio when put into background

Issue description

Version: 53.0.2785.134
OS: Android N

From b/31761704.

com.ricksteves.audioeurope app uses WebView for playing audio clips. When the app is being put into background, audio output becomes choppy.

From what we have seen in the dump, the choppiness results from audio underruns, and these may be caused by Chromium always using fast raw mode via Open SL ES which may not be optimal for web apps that just play audio clips.

altimin@ is working on modifying the scheduler to account for audio playback, that should resolve this issue. This is a problem on desktop too FYI.

Hello, we still encounter this choppy audio issue on Android after M56.

We've tried chrome beta webview (chrome/57.0.2987.19) with webview shell on Nexus 6

Repeat step: 
1. launch webview shell, goto https://hpr.dogphilosophy.net/test/
2. play the audio
3. press home key, the audio becomes choppy
