Data Saver second-run promo too technical and fails to mention data savings amount

The text of the second-run Data Saver promo is too technical and fails to sell the feature very well. In particular, it does not say how much savings one can expect (e.g., 60% of bytes for compressed pages, and 67% of bytes for compressed video). It says stuff about HTTPS and Incognito pages being proxied, but it ends up being a wall of text.

I am not sure what the first-run promo looks like, but the second-run promo is going to be shown to a bunch of users for quite a while, and I think we should fix it up.

Use up to 60% less data and speed up the web. Google servers will optimize the pages you visit.
