Chrome will not play back media files it has downloaded

Issue description

Version: 55.0.2868.0
OS: Android LMY47D
Device: Lava A82

What steps will reproduce the problem?
(1) Download an MP4 file, e.g., from https://www.ssyoutube.com/watch?v=OLuq3CKqky8
(2) Wait for download to complete.
(3) Tap on Android notification, the snackbar "Open" button, or the file in the Android Download Manager app when the download completes.

What is the expected output?

The media file should immediately start playing back in Chrome.

In this case, Chrome absolutely knows how to play back the media. In fact, if you manually go into 3-dots > Downloads and tap on the media file, it will play back in Chrome.

We should ensure that Chrome is a first-class media player and both exposes the intent to play back media files, as well as prefers to use itself for media playback for files downloaded from within Chrome.

What do you see instead?

An intent picker pops up, inviting me to open the media in another app (e.g., "UC Video"). There is no way to open the file in Chrome itself.

We have an approved plan for M55 to playback media content in a Chrome Custom Tab. Merging to that bug.
