Scrolling in additional windows doesn't work

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.90 Safari/537.36 Vivaldi/1.4.589.11

Steps to reproduce the problem:
1. Open new window, for example incognito
2. Try to scroll with touchpad od usb mouse wheel, it's impossible.
3. You must scroll by arrow keys or drag and drop scrollbar

What is the expected behavior?

What went wrong?
I cannot scroll by touchpad or mouse wheeler. 

Did this work before? No 

Chrome version: 53.0.2785.90  Channel: n/a
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

I using Vivaldi browser and i issue this bug on vivaldi forum: https://vivaldi.net/en-US/forum/vivaldi-browser/11944-scrolling-in-additional-windows-doesn-t-work#76994 . Few days ago my girlfriend on other user on this same computer use normal Chrome by Google and have this same scroll bug. 

Computer: HP EliteBook 840 G3
OS: Windows 10 PRO 64-bit

Unable to reproduce the issue on Windows 10 using chrome stable #53.0.2785.116, reported version #53.0.2785.90 and latest canary #55.0.2875.0.
Attached a screen cast for your reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened new incognito window.
2. Opened a webpage i.e wikipedia.
3. No issues were observed while scrolling with mouse wheel.

Reporter@ - Could you please check this issue on chrome stable #53.0.2785.116 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
