Regression: Sign in overlay does not open after middle click on 'sign in' link at chrome://devices.

Chrome Version: 55.0.2875.0 (Official Build) 065f3e402db7b3bb85f648586b8d63769c24edde-refs/heads/master@{#421703} 32/64-bit
OS:  Windows(7,8,10), Linux (Ubuntu 14.04 LTS), Mac (10.10.5,10.11.4)

Steps:
1. Launch Chrome and navigate to chrome://devices.
2. Middle click (using mouse wheel) on 'sign in' link and observe.

Actual: Sign in overlay does not open after middle click (using mouse wheel) on 'sign in' link.

Expected: Sign in overlay should open after middle click (using mouse wheel) on 'sign in' link.

This is regression issue broken in M-55, will soon update the bisect info.

Good build: 55.0.2853.0
Bad build: 55.0.2855.0

Using the per-revision bisect providing the bisect results,
Good build: 55.0.2853.0 (Revision: 416812).
Bad build: 55.0.2855.0 (Revision: 417475).

You are probably looking for a change made after 417052 (known good), but no later than 417053 (first known bad).

Just to update:

The issue is still seen on mac 10.11.6 latest canary 55.0.2880.4 - Sign in overlay does not open after middle click

I can certainly restore the old behavior but I wonder if that is something we would like to have. I mark this as WAI similar to  issue 609032  but feel free to open it again if you see this behavior is needed.
