Non-Regression : Focus is not seen on Accessibility options on using arrows from Keyboard

Issue description

Version:54.0.2840.43
OS: Chrome
Platform : 8743.44.0  Beta-channel Daisy, Peppy and Blaze

What steps will reproduce the problem?
1.Sign in to user -> Now click on Uber tray and select 'Accessibility' option
2.Now use Up and Down arrow buttons from keyboard and observe for focus (Please refer Video)


Expected: On using Up and Down arrow keys focus should be seen and should shift to other Options
Actual: Instead Focus is not seen

This is Non-Regression issue seen from M-38

Pressing Tab works. Do we expect arrows to work?

It's not really a "select"-type menu because of the Settings and Learn More buttons.
