Apps overlap with each other on re-sizing the dev tools window in arabic language.

Issue description

Chrome Version: 55.0.2875.0 (Official Build) 065f3e402db7b3bb85f648586b8d63769c24edde-refs/heads/master@{#421703} 32/64-bit
OS: Windows(7,8,10), Mac(10.10.5, 10.11.4), Linux(14.04 LTS).

Steps:
1. Launch chrome and navigate to chrome://settings/languages
2. Add 'Arabic' language and restart chrome.
3. Navigate to chrome://apps, right click and select 'Inspect'
4. Dock the devtools window to Right and drag towards left and observe the apps.

Actual: Apps overlap with each other on re-sizing the dev tools window.

Expected: Apps should not overlap with each other.

This is a regression issue broken in M-39.

Manual Regression Range:
39.0.2163.2 -g
39.0.2164.0 -b
