Regression: Hand pointer is seen over the text field in manage search engine.

Chrome Version: 55.0.2875.0 (Official Build) 065f3e402db7b3bb85f648586b8d63769c24edde-refs/heads/master@{#421703} 32/64-bit
OS: Windows (7,8,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS).

Steps:
1. Launch chrome and navigate to chrome://md-settings/searchEngines
2. Click on iron icon and then click 'Edit' 
3. Hover the mouse pointer over keyword/ search engines text field.

Actual: Hand pointer is seen over the text field.

Expected: I-Beam pointer should be seen.

This is a regression issue broken in M-54, will soon update the other info.

Good Build: 54.0.2832.2

Using the per-revision bisect providing the bisect results,
Good build: 54.0.2832.2 (Revision: 412743).
Bad build: 55.0.2833.0 (Revision: 413134).

You are probably looking for a change made after 412895 (known good), but no later than 412896 (first known bad).

Good build: 54.0.2832.2 (Revision: 412743).

This is a regression in M-54, Stable release is scheduled during the first week of OCT, please have the fix baked/verified in canary and request a merge to M54 ASAP.

The issue is still seen on win10 chrome version 55.0.2880.0 - Hand pointer is seen over the text field.
