Regression: Device frame is not seen for selected device in dev tools.

Issue description

Chrome Version: 55.0.2875.0 Revision 065f3e402db7b3bb85f648586b8d63769c24edde-refs/heads/master@{#421703}
OS: Windows(7,8,10), Mac(10.10.5,10.11.4)

What steps will reproduce the problem?
(1) Launch chrome, open dev tools window and click on 'Toggle device toolbar' button.
(2) Select device(e.g. iPhone 5) from device toolbar and click on 'Show device frame' option of 'More options'.
(3) Observe.

Actual: Device frame is not seen for selected device in dev tools.

Expected: Device frame should seen foe selected device in dev tools.

This is a regression issue, broken in 'M-55', will soon update the other info:

Good Build: 55.0.2874.0

Using the per-revision bisect providing the bisect results,
Good build: 55.0.2874.0 (Revision: 421409).
Bad build: 55.0.2875.0 (Revision: 421703).

You are probably looking for a change made after 421682 (known good), but no later than 421683 (first known bad).
