Regression: In Downloads shelf, focus ring for closed button is misplaced.

OS: Mac (10.10.5, 10.11.5)

What steps will reproduce the problem?
1) Launch chrome, go to NTP and save the page.
2) Keep pressing Tab key till focus is on ‘Close’ button in ‘Downloads’ shelf.
3) Observe the focus ring.

Focus ring appears slightly shifted towards the right.

Focus ring should be proper.

This is a Regression issue broken in M-52, below is the bisect info

This is fixed in the material design download shelf, which launches in M65.

10% of M65 is currently held back, so if you have the beta and aren't seeing the new shelf, you can enable it at chrome://flags/#mac-md-download-shelf. And, if you still notice this issue with the new shelf, please reply!
