What steps will reproduce the problem?
(1)Launch chrome,navigate to the above URL and click on add to chrome.
(2)Click on extension icon in Extensions overlay.
(3)Observe the border overlay and device menu holder.(Kindly refer the video)

Actual:Border overlay and device menu holder appears overlapped.

Expected:Border overlay and device menu holder should not be overlapped.

This is a Non-Regression issue seen from M-33.
