cssText serialization for custom properties incorrect for css-wide keywords

The following value is read back incorrectly:

e.style.cssText = '-foo: initial; --bar: inherit;'

Read back as: "--foo:; --bar:;"

Status: WontFix (was: Assigned)

Oops we fixed this as some point, it's just not on my version of crOS yet. Nevermind...
