cocoa browser: fullscreen window buttons are not RTL-aware

Steps to reproduce: 
1. Enable ExperimentalMacRTL flag
2. Go to fullscreen
3. Observe window buttons (close, miniaturize, zoom)

Observed behavior: 
Buttons are on the left (covered by avatar button)

Expected behavior: 
Buttons should be on the right
