In Downloads section CLEAR ALL button is not working

Issue description

Chrome Version       : <Copy from: '53.0.2785.116 m'>
URLs (if applicable) : chrome://downloads/
Other browsers tested: OK
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:Yes
    Firefox:Yes
         IE:Yes

What steps will reproduce the problem?
(1)Download any video and go to downloads
(2)Click on clear all and open downloads folder
(3)Here notice that open downloads folder button is working fine while clear all button is not working correctly some time.

What is the expected result?
If clear all button will clicked then it should clear all downloads history.

What happens instead?
While clicking on clear all button it is reloading same contents.

Please provide any additional information below. Attach a screenshot if
possible.

I haven't managed to reproduce. Was there something special about the test cases where it didn't work?

If download is paused by user and user is trying to click on clear all button then message should be display to user that download is in progress or click on cancel download if you want to clear all download history. But in current scenario clear all button is clickable and without any response.
