ChromeVox should speak issue text in MR dialog

When an issue appears in the dialog, its description text should be read. It should also be read when selected by tabbing.

Make the MR dialog issue banner readable by screen readers

This CL makes the text in issue banners selectable by pressing tab, which allows
screen readers to read the text. This CL also adds aria-live attribute to the
text, but it is currently not functional.

Status: Fixed (was: Assigned)
The CL in #1 made the issue text readable by screen readers. For the Harmony dialog we'll have a separate launch bug for accessibility.
