There are a couple of work items that need to be addressed while the servo v4s get deployed in the lab.

- Determine a more robust synchronized reboot scheme(perhaps using sync_counts when scheduling a job instead of locking duts, store servo data in a db)
- Update the servohost_Reboot to allow for reboot no matter what
