Steps to reproduce the problem:
1. Open the developer tools
2. Go to "Security"
3. click "View certificate"

What is the expected behavior?
The certificate sheet displays of a modest size.

What went wrong?
The certificate sheet is very large, sometimes going off the screen. It cannot be made smaller, yet it can be made even bigger if I use a big enough monitor.

OS Version: OS X 10.12.0
Flash Version: Shockwave Flash 23.0 r0

While this is a common sheet displayed by other browsers, it does not happen in Safari or Firefox.
