Project Member Reported by majidvp@chromium.org, Sep 28 2016

We have decided to not implement this API in favor of supporting "scroll-boiundary-behavior"[1,2] which supports the same functionality but provides a more generic and cleaner API.

The progress on that issue is tracked in issue 672921 .
