Alert on the isolate performance on the archival side |

Issue descriptionAdd a Threshold alert when the median/p90 isolate tests steps becomes too slow. This is related to issue 644410. This is independent of issue 648352 which is on the upstream side.

What's the plan here? I don't think we send this data through tsmon and we don't have alerting support for eventmon or BQ.

is this specific to chromium test's usage of swarming? we have http://shortn/_NUIpployqK metric, so it seems all we need is to add a func to http://google3/configs/monitoring/chrome_ops_foundation/common/swarming.py?l=36 that would add an alert on task time. Then CCI would use it for chromium tests
