Milo doesn't know how to generate LogDog links from BuildBot builds.

Milo doesn't know how to generate LogDog links from BuildBot builds. This is due to a handful of things:

1) Milo doesn't know how to map waterfalls to LUCI projects.
2) Milo doesn't know how to convert (master, builder, buildnumber) tuples to LogDog prefixes, matching how recipe runners work: https://chromium.googlesource.com/chromium/tools/build/+/3ca6e8a40b853337432916ce446b00e72b145381/scripts/slave/logdog_bootstrap.py#346

I think this is fixed with the inclusion of logdog hard links in the annotations, correct?
