Issue descriptionWhen there is an error archiving a log, the archival request will be recycled indefinitely until it expires. There is no good way to get insight into what the error is, though. The Archivist should do two things here: - It should export error type to monitoring. - It should report information about failed streams to some service, either cloud logging (for logs) or a LogDog Coordinator module (if we want structure).
