official.desktop.continuous Beta builders failing generate_build_files step

All the Beta builders are failing with:

The target:
  //third_party/WebKit/Source/web:webkit_unit_tests
has a source file:
  //third_party/WebKit/Source/core/html/parser/HTMLTreeBuilderSimulatorTest.cpp
which was not found.

Appears to be due to:

Looks like jwd's rollout in https://chromium.googlesource.com/chromium/src/+/6be54e9098c6f7b3ed90d927093619efafaab0eb unbroke the build.

I will try relanding that patch.
