Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Sofari/537.36 Steps to reproduce the problem: 1. Open attached abc.html 2. Try to drag link somewhere (tab strip, bookmarks bar, ...) What is the expected behavior? Works. What went wrong? Does not. Link appears as non-draggable. You can highlight the text and drag that, but that's not the link any more. Did this work before? N/A Chrome version: 53.0.2785.116 Channel: stable OS Version: 10.0 Flash Version: Shockwave Flash 23.0 r0 Tried in clean guest profile without extensions. Same bug in Version 55.0.2874.0 canary (64-bit). Works fine in current Edge, current IE 10, FF 47.0.1.

Unable to reproduce the issue on windows-7, Mac-10.11.6 and linux Ubuntu 14.04 using chrome stable version 54.0.2840.99 ,latest canary 56.0.2920.0 and reported version 53.0.2785.116 with the steps mentioned above. Please find the attached screen-cast and could you please let us know if anything missed here to reproduce the issue. Thanks.

You did only step 1 - open the file. You did so by dragging the FILE into Chrome, which is fine, but has nothing to do with step 2. You missed step 2. The file includes a link. The link is named "drag me somewhere". So please try to drag the LINK within the FILE somewhere.

Able to reproduce the issue on windows-7, Mac-10.11.6 and Linux Ubuntu-14.04 using chrome stable version 54.0.2840.99 and latest canary 56.0.2920.0 with below steps 1.opened Chrome 2.Opened abc.html file 3.Tried to drag the link somewhere observed that the link appeared as non-draggable This is non-regression issue, observed from M-30 # 30.0.1550.0. Hence marking it as Untriaged to get it addressed. Please find the attached screencast. Thanks.
